I agree with Zamiel, these games are just way too different for a fair comparison. But I think Megaman would win, because all pac-man can do is east things when they glow blue.

Megaman. If you look at the future of both games since they were relesed, Megaman threw off about 20 bazillion succesful sequels where as Pac-Man generated, well, crap.
