Well, it would probably be Ultima Weapon, but then again, in FFVI, Lightbringer(known as Illumina in "FF3") was extremely powerful, teaching the equipped character Ultima after sometime as well as being a Holy elemental and having a high critical hit rate, while Ultima Weapon needed to be wielded by a person with a high level to deal extremely high damage.

Ultima weapon has been the best weapon in two of the games I've played. It was the best weapon for Cloud and the best weapon for Zidane.

I'd say second place would be Masamune just because Auron kicked butt with that sword in FF10.

Third would be Tidus's sword Caladbolg. That thing was a pain in the a** to get.

Yeah, the Ultima Weapon is usually the end-all-be-all for final weapons. At least, until FF13 came along and flipped the script by giving Lightning the Omega Weapon!!!
