The Safari Zone warden points a gun at Ash's head, and even shoots the gun at Team Rocket.
The banning of this episode left a major plot hole, as this was the episode where Ash captured all 30 of his Tauros.
As this is the Safari Zone episode, it also makes the Safari Zone unseen in the English anime, though it is mentioned in the two episodes that took place before it.

In other words people worried over a gun in a cartoon and because of that they caused the continuity problems by banning it.

I know of a site where I just recently finished watching Seasons 1 and 2. But in my opinion, they get worse after that.

Anyways, pokemonepisode.org is the site. It has like every episode to current. It worked fine when I watched the episodes, but I just re-visited the site for you and it looks to be down. It says they're working on the broken videos. So maybe in a little while you'll still be able to view the shows on that site.

Personally, I found a version of episode 38 on youtube that had spanish subtitles. Worked for me, but there were a few words spanish 3 didn't cover.

Well, in any case, a lot of young children were watching Pokemon at that time, and maybe they thought that it was too much for young children.
