I can't for the life of me figure out how to access it with the new site code but there are some pages using the old site code that'll allow you to get there. Try the Control Panel and then click where the edit profile and layout button is supposed to be.

Temporary fix, I recommend people leaving this open until someone offers an explanation that uses the new site code.

The only way I've noticed how to get there is on your profile page. Where it shows your current post layout, just after the "This is what your post layout looks like in the threads." message, it has a link saying "Click Here to Edit Your Post Layout." 

This takes you to the default My Layouts page- 
https://www.vizzed.com/smd/mylayouts.php 

From there you just click the Edit option for whichever layout of yours you want to edit in the list. 
( I made the explanation thorough in case any one else was curious without prior experience of how it works ).

As other have said, you have to either bookmark the page, remember the URL or use the old link in the top left corner, next to logout from any page using the old site layout. I always go through the Notifications page.

Alright I just checked. It is a different button altogether. But if you're replying to a thread, it has a different button and link altogether in the top left corner. When replying to a thread, the site looks to be how it used to be. So there are different words on the buttons, and I assume the missing link he is looking for.
