Hi yes I can explain it to you. You can have freezing rain with temps being below freezing at the surface. To get this there is a very thin layer of warm air (above 0 Celsius 32 degrees F) in the atmosphere. Precipitation falls as ice hits the warm air in the atmosphere it changes to rain. But when the rain hits the surface were temps are below 32 degrees it freezes. Thus that is how you get an ice storm or freezing rain.  

Probably what is going to happen is your going to get ice at first. Then cold air will replace the thin layer of warm air in the atmosphere turning everything into snow. So you will get ice than 4-8 inches of snow on top of the ice. Another way is you get the snow first and then you get ice on top of the snow. That is why they are saying 5-8 inches of snow and ice.

I live in the Pacific Northwest, in Washington State, and usually around November/December it's real cold, mid to low 20's, but occasionally down to 12 degrees, and usually a good amount of snow for this area. November it never really got down under 30 degrees, most of November it was rain and mid 40's, then December hit, and now it's been down around 16 a few times, 13 one morning, and then late 20's, low 30's, and had some snow here and there for a few days, in my area we had no bigger then 3 1/2 inches, and it was gone in 2 days because it started raining. Now it's suppose to warm up this week, suppose to be high 30's tomorrow, and low 40's most of the week, with a possibility of low 50's, but it's suppose to rain. My current job, I'd rather have it like this, instead of ice and snow.

The weather here in Norway is crazy now, We are in the last part of December and we still is not getting snow, We have rain and 5 Celsius witch makes no perfect sense on what we used to have. Its so warm here now and it feels like I'm living in Spain or something like that since this is not what I sign up to when I was born here in Norway.

Yes,the weather has gone crazy. I remember when snow was fairly common for this time of year,not much,but enough that school was cancelled. Now,we have crazy warm days and then it is followed by biting cold days and this is when people get sick.
