I believe they do it by checking IP Addresses. If it's the same IP address, that is a clue that the account they are checking was made by the same person. However, I do remember a case where they had to have more evidence than just the same IP Address to find out if the account was made by the same person or not. This evidence could range from what the user says to the way those two accounts acted. With that evidence, they could safely say they are the same person.
I believe they do it by checking IP Addresses. If it's the same IP address, that is a clue that the account they are checking was made by the same person. A lot of the time, the IP address is a pretty good lead, but there are numerous cases (like ours) where there will be multiple people sign up under the same roof with the same connection. My sister was actually banned from chat for a while because of the confusion. Other things are certain subtle, and sometimes not so subtle, behaviour, habits or posting style, as well as suspicious Viz transfers or communication between friends. Basically, unless you completely reinvent yourself and leave behind literally everything else from your prior account, it's only a matter of time before you're caught. The globals and another friend of mine in particular are pretty much constantly watching people like hawks. It's in advisable that anyone try to sneak by with it.

If by moving, yeah, but then mannerisms are mannerisms, and unless you reinvent yourself, you'll be banned again (look at thing1 as an example here, he has tried coming back multiple times, and each time been banned).

If by proxy, no, because globals can generally see through them. I once was able to get by on a hidden proxy, on another site, but proxy users tend to be the easiest to figure out.

In general, I wouldn't bother with a second account. Much better to just not break rules in the first place.

And the mods are pretty smart when it comes to people who make rereg accounts, even if they have a different IP because just because the IP changes, the type of user they are doesn't really.

It's not just mods that can find out. Any staff can find out by going through the logs and looking at things like who sends who viz, and sometimes even rating stuff among other things. Not to mention someone could make another account and talk the exact same way that they talked with their old account.

Changing the IP that's visible isn't sufficient. There are a lot of bigger companies that actually compile a large list of known proxy IPs, and I imagine some have a policy to ban any obvious proxy account on site. It actually makes you stick out farther.

And as stated above myself and everyone else, it might be the most difficult thing in the world to hide your personality. Take me for example. I could never get away with a rereg because of how I post. My interests, vocabulary, phrasing, etc. are all dead giveaways.

Those are some quick ways of telling but how I manage to find them before I look for that part since I can't just assume by comparing 2 completely random accounts I looked through Viz transfer log. Usually a rereg that doesn't post often will send Viz from older account to newer account or the other way around if the person is more active. In the end it still up to globals+ to determine if the person is a rereg.
Another hunch is by looking at their referred since it sorta ties into the extra Viz thing people will rereg and refer main account for some extra Viz but that is more of the newbie area.
Those are in my opinion the quickest way for a non global to find them but to access the information needed you need to be elite+ so yeah.

What happens when a user has terrible posting quality or has another reason for leaving in maybe 2010, and then returns in 2016, like a completely different person (no matter whether the old account is banned or not)?
Some people re-register to forget their past times on boards they have done years ago, I have on some sites and for most of them it has worked out to be a good thing.
