I have a shiny rotom and was wondering if it was a legendary pokemon like mew, zapdos, etc.

I think it is, but would like to know for certain before deciding on what to do with it.

It does play the legendary music when you encounter it but rotom is just a normal pokemon. You can even breed it.

What Furret said. A good rule of thumb is that if you're able to breed the Pokemon with a Ditto then it's not a legendary Pokemon. The one exception is Manaphy which you can breed to get another Pokemon called Phione (Its legendary status is kind of debated since its so weak but I'd still consider it to be one).

Rotom is a fairly good Pokemon though. All its different forms make it pretty interesting gameplay wise since it has a lot of options.

No, it's just one of those pokemon that fall along the "Special line" with the likes of pokemon such as Porygon and Unknown. It's somewhat between normal pokemon and legendaries, kind of like what fossil pokemon are perhaps.
