Deoxys Attack and Speed (the others both are outclassed by DeoA and Lugia, for Normal Deoxys and Defense deoxys respectively) have good power and speed, and are good competitive leads. Exeggutor under Groudon's eternal sun is an interesting choice to, and Starmie is one of 2 good Rapid Spinners. The others are all outclassed (Cresselia by Lugia and Giratina, Alakazam and Azelf by Mewtwo, Jynx by Starmie, ect.)

I'd have to say Mewtwo by the SLIGHTEST of margins, that being how godly it is after 1 Nasty Plot. But it is close.

Arceus is a normal type by default, but if he holds the various "plate" items, he changes into that type. He has the highest stat average and a very large potential move pool, so I'd have to give it to him.

Deoxys is the DNA Pokemon. It was available as an event pokemon in Ruby/Sapphire/Emerald. It had 4 different forms that could be switched between; normal, attack, defense, and speed. Ironically, speed was the most balanced.
