Tropius to Lapras Connection

It seems to me like Lapras and Tropius are long lost siblings, adapted to survive in different environments. Lets take a closer look, shall we?
Unfortunately, I can only include one image, but Lapras is more "iconic" so people will know what it looks like more than Tropius. 
The necks are very similar. Obviously, Tropius' is longer, but that's so it can reach it's food, fruit. Also, Lapras has a thicker neck. Why? Perhaps it's so it's lungs can be larger, so it can dive for longer! The torsos are almost identical! The head shapes are also very similar. I'm going to be including these as pseudo-legendaries with boosted stats in the romhack I am making. Does this sound like a good idea?

SilverHyruler : I think it's just a coincidence to be honest. Their only similarities is that they have fairly bulky body type and fairly long necks though Tropius neck is longer. Though I don't think Tropius has a longer neck to reach food since it can use the leaves on it's back to fly which would defeat the purpose.

As for Lapras I wouldn't know for sure but from what I've seen it also tends to stay a lot above the surface I also remember a youtube video about it that talked about it's anatomy can't remember what context that was in though XD But maybe you could find it if you try searching for it.

But good luck with your romhack, having them as pseudo legendaries still sounds pretty interesting.
