Dragon's Rage is a continuous type trap. You activate it the turn after you set it down, when it is again your turn and you are attacking an opponent. The effect is always continuous, you will always penetrate their defense if your attack is greater.

You can also activate it on your opponent's turn, but that will not actually 'do' anything. It'll at least be activated and ready for your own turn.

I tend to think of Dragon Decks as being the basic deck every new guy goes for. Zombie and Fairy decks though... way better for us classic gamers. Fairy decks destroy quick, and zombie decks have basically unlimited power and flexibility.
