I prefer Ho-oh, mainly for his better attacking skills. I can think of better tanks than Lugia, and Lugia is more easily countered because electric attacks do super damage for his flying/water types. Ho-oh isn't so easily dealt with. Plus, Gold is my favorite version ever, so I'm a bit biased.

Lugia is easily called the better of the two not just by who can win in a battle but even by looks lugia is cooler. Especially in pokemon xd gale of darkness for the gamecube where lugia was much darker and had red eyes.
