I think you need to be a member to do this (To be a member you need to have 10-12+ posts and have been signed up for at least a week). But if you don't, follow these steps.
1.Go to your profile.
2. Go to "Edit Profile and Settings" in the top left corner.
3. Go to user picture and choose a file. 

And that's how you get a profile picture! I hope I helped
