I would definitely pick Charmander because he pwns. Fire type starters rule! Squirtle isn't as cool and Bulbasaur is just a grass type nothing special there.

He normally ends up with Leech Seed, Sleep Powder, Body Slam, and Mega Drain
when I raise him up. ^^

(I only play Gen 1 & 2 mostly, played a lil gen 3 in Colosseum and PokeMMO though)
