Oh, shoot. I just realized you meant profile background and not post background. I'll keep my other post up in case you or anyone else is wondering how to access post backgrounds.

In order to have a profile background, you need to become a trusted member. Apparently, the feature is only available to them. Here's some info on the trusted member rank.

Afterwards, the directory I linked on my previous post has a profile background shop opened for those who qualify. You can try making the background yourself (if you're trusted) but if you don't know the coding, then it might be easier to have someone else do it for you.
