Are ROMS considered Digital Copies of games?

I was just wondering if ROMS are considered Digital Copies, or not. because I own a uncommon game on ROM and was wondering if I could add it to my Ps2 collection list as a "Digital" copy. I only want answers from Admins/Moderators.

I know you only want comments from Local Mods+ or Site Staff+ but I'll explain it anyway.
The answer would probably be no, ROMs are not things to purchase, but for E.g. Minecraft for PC, that would be Digital, or if you purchased Minecraft on the XboX Store and downloaded the game and not purchased the Box, well then it is Digital. Downloading a R.o.m. is not Digital. So yeah, if we would play like Super Mario World and then you say you got the R.o.m. digital, no, don't do it. Unless you purchased the game on the Wii or Wii U, okay, then you can do it.
So yeah, R.o.m.s are not considered 'Digital Copies'. If you don't get it, please tell me so in your thread.
