Generally upload speed is what you use when uploading things such as pictures and files. Since it is used less than download the speeds for it can usually and most likely be a lot lower than download speeds with no way to making it faster(that I know of). So unless you had a super slow upload speed say 100 kb a second you might notice slowness of it on big files other than you shouldn't really worry about it.
