What is a parking fine really for? you, me, everybody?

Horrible piece of paper that fines me bad.

Cant you see the sign its a no parking sign.

I am sorry sir but move your car.

2 weeks later they send you the paper.

The fine is so large forgot to pay the pollution charge.

How can that be fair? in a democracy!
