I am not really sure and I haven't really put in a lot of thought into looking at the cuteness of a pokemon but I guess maybe pichu or eevee, I think they are both kind of cute looking. Mostly pokemon in their early evolutions are somewhat adorable, but once they start to go through their evolutionary stages they start to lose it, but I am all about strong pokemon. Nonetheless, those are the two that come to mind when I think of the topic. For the most part I don't really take the cuteness of a pokemon into consideration because I think their stats and other stuff is more important.

For me, I'd have to go with Swirlix/Slurpuff. Not only is it a cute, gigantic piece of cotton candy, it can work really well as a physically defensive pokemon.
