Bulbcreator is dead wrong. First you need to choose an IRC network, there are tons around, but probably EFNet and Freenode are the biggest. Using an IRC client such as mIRC which isn't very good but everybody uses so it's easy to find support on it. Once you do that, just type /join #whatyouwantyourchannelnametobe and it's created.
