Since this is your 10th post, you will have to wait until tomorrow to get the option to do so. After tomorrow arrives, click on the Edit Profile & Settings link on the top left corner of your screen. The option to change your picture will be there, but you have to wait until tomorrow.

Reason being is because only 'Member' status users can edit their picture. In order to become a 'Member' status, you need to make 10 posts and be on the site for 7 days. However, the status isn't given until the next day after those requirements are met.
