Really, the only way to explain it is that every competent Pokemon Ash has instantly loses all power the minute he goes to a new region. Really, except Pokemon like Charizard, everything Ash has loses power when he goes to a new region. Pikachu's fighting legendaries one minute, losing to starter Pokemon the next. So I think we can just say it's almost impossible to judge their levels based on performance in the anime.

In the anime, levels DO NOT matter. The anime is true to the games, but levels are mainly excluded to make it better. As seen in Pokémon Origins, when Red fought Brock, he only used two Pokémon since Red had no badged. In the anime, all Pokémon can train to get better, but levels do not exist. I wish people would stop bringing this up.

It is safe to say that in the anime levels just really do not exist which explains just about everything. If you want to figure out around what levels the Pokemon would be I suggest just looking at what levels they learn attacks and there you can kind of roughly estimate levels. The anime makes no sense though if it really is based on levels since Ash beat the 8th gym in Johto with a team that was barely evolved.....

Barathemos said exactly what I was going to say. You really don't know except for the few times you see him in a video game. In the anime, Pokemon levels don't exist. They kind of just learn new moves and evolve with time, and the process seems to go faster if they are cared for properly.

I think after like a bunch of things ash went through his Pikachu is probably over level 100. Thing that still confused me is that the Pikachu couldn't destroy a level 5 Snivy,and it even with the storm in place, I think the Pikachu would've demolish it in like 2 seconds

These posts explain a lot. Thanks for posting all your opinions. When Ash is far through regions, his Pokémon kick butt. When he's a little away from going to a region, it's the same thing. But when he is in another region, his Pokémon stink. It's as if he got new Pokémon but they're all the same. It's weird, if you ask me. But thank you all for posting all your comments up to now.
