This is a tough one. Mega Man has the ability to mimic any robot masters attack and has a massive arsenal of weapons and items at his disosal. He also has loyal companions in Rush and Beat.

At the same time, when all of her abilities are attained, Samus becomes one of the most overpowered heroes ever. Furthermore, she becomes almost invincible when doing a Screw attack.

I love mega man, and I believe that he can beat anyone, but I have to go with Samus on this one. When she has all her abilities, almost nothing can stop her, so Samus wins this round.
