I went over to a friend's house earlier today and he told me about a recent new tool that recent came out that is related more to level design. The name of it is called PyxelEdit. Right now only the beta version is out and you can buy it for a minimum at eight dollars. If you are interested in it, it's best to buy it now because according to the site, the price will go up eventually but to all people who buy it now, all the future upgrades will be free just Image-Line did with its Fruity Loops software but they are related to music thus different story but same scenario.

I am still learning how to use this program myself but I'm a huge fan of tiling and this will come in handy someday.
