Assuming by 'amerell' you mean Azumarill, teach it Ice Beam. (TM13) If you don't have it, you'll probably have to let him beat you so you can go buy it from the Game Corner. Azumarill does have weak attack stats though, so you might need to catch another water/ice type and teach it ice beam instead. If so, I would recommend catching a Spheal, which can be found in Shoal Cave north of Mossdeep City.

roku921 : Here is a warning buy lots of ultra balls and timer balls and make him sleep ALOT and get him in red. Be sure to save becuase he is a pain to catch but worth it.

Make sure you save it once you get to the room where Rayquaza is. That way you don't have to use your Master ball if you don't want to. Also, Rayquaza can learn Ice Beam as well. This move alone should be able to finish off the dragon trainer.
