Well.... Tails is nearly as fast as Sonic (if the Genesis games are anything to go by, their all I have played) can fly, and is a fox.

I start the fight as thinking they have nothing but what they start out with.
Hence, Luigi is nothing, just a guy, nothing else.

Otherwise its that they are fully powered up. Tails can fly very very high, and if Luigi has a cape, well that just might not be enough.

Tails has 2 tails to wipe out Luigi. Luigi is tall and skinny, Tails is small, can fly and doesn't need no power ups to kick butt !
