I beat Quinn in the first gym, but now I'm stuck because I need Cut to reach the 2nd Gym in Azure City. Can anyone help? There's a guy blocking the path to the east of Azure, who keeps telling me there's plenty I need to do in the city but I've talked to everyone and there's simply nothing happening that would let me progress.

Well this is the second beta of the game maybe the developer put the character there on purpose to make it impossible to advance.
If so you might have to wait until the developer makes a third beta or even complete the whole game.
