Have you looked for a walkthrough online yet?  You should be able to find something on the internetz or on Youtube that can pull you through it.

Oh boy I have played through this game over 15 times (because I was unlocking the epilogue stuff, and you only get one each time you beat it). But I think the beginning is the most confusing part simply because the town will take you in a figure 8 loop. You will pass by a bar while in town. You need to get to the back of the bar and get through the backdoor. In an alley, Brad will bust through a door. Go through the door he busted out of for some decent equipment (shotgun or Assault weapon ammo depending on which difficulty mode you are on). Leave that area and follow the direction Brad was running and you'll arrive at the back of the Bar. You'll have a cut scene with Brad, where he references that someone is out there searching for S.T.A.R.S members (Nemesis). In the bar, pick up lighter oil and combine it with your lighter. Head back through the door you used to come in. Go back up the small stairs and continue on the path to Jill's front. After you go through the door you will hear zombies banging on a barricade. Approach. They will push it down and slowly come to you. If you are quick, you can get to the door on the right hand side. It is tied shut, which you will use your lighter to burn the rope. If you are too slow, just step back. You will notice an explosive barrel. Get out of blast radius. Keep your gun aimed at the barrel. When the group of zombies are passing it, blast them all to smithereens. You save some ammo by killing them all with a single bullet. Go through the door that you burned the ropes off of.  The next hall, you will see a dog jump through a flame, catching itself on fire. If you keep running down the hall, you can escape the dogs unharmed. But you will have to deal with them eventually, so kill them if you are comfortable taking on dogs with your current weapons. Go through the door, and you will find yourself outside again. Go to Jill's right. The left path is closed until you get a lock pick. You will reach the police station, and have your first encounter with Nemesis. 

Hey man, I've never played Nemesis and I've always really wanted to. If you don't have internet at your home, something you could do would be print a walkthrough off when you do have internet at another area. Lots of walkthroughs will allow you to print them. Then, BAM, you have a physical guide!
