There should be someone to trade with to get a water type. If there are fishing rods in that game you can try that, but there are places with tall grass near water or in other areas. Although I don't think you really need surf for most of the game. Try going everywhere you can without surf, you will get a water-type without a doubt.

Well in any pokemon games water types are found in water. But some like Wooper and Marill can be found near lakes and ponds n'stuff. You'll probably need a fishing rod to catch the fish like pokemon though. And if none of this stuff helps just teach surf to normal type pokemon.

Well, in that part of the game you don't have rods, Ora second Gym badge, The only way would be to use a Zigzagoon you can find on the first few routes, That is the only way I think because the first rod is only obtainable after you surf to the town where you pick one up.
