But material wise I'd say either electrics like apple products, or a gaming console would be the best birthday present. Now my best birthday present was when I was 8 I got a bike Pokemon emerald and the game boy advanced system.

Anything useful. Whenever my friend keeps asking me what I want for my birthday, I always tell him the same thing: advil. It's so simple, yet really useful to me. I agree with warrior, money is best, sorry if it is rude, but you can spend it on whatever you want and it will mostly likely be something you can enjoy and likely use. Sure I usually just get video games and other assorted junk and I take it all with open arms, but to be reminded of the best times in my life is what a true gift should be. For example, receiving a deck of cards may remind me of the first time I played poker.

You should never buy a gift for someone if you don't know whether or not they will use it or get a reaction from it. For example, just because you may think that say a day you spent in the wilderness is a good memory, buying them flowers or something to remind them of it may end up with no reaction or worse make them think of a bad memory.

To be on the safest side, go with something you know they will like. Never make guesses without being educated.

In my opinion, the best birthday gift would be something that has a lot of work and effort put into it.  It doesn't matter if the gift looks terrible, or if you can't use it, as long as you can tell the person has put a lot of thought into your gift.  My favorite gift was one my friend had given to me.  She was not very good at arts and crafts, but you could tell she tried very hard, because when she presented the gift to me, not only was she wearing a really stressed face, but she was also very nervous.  I could tell that she had tried very hard to make the motherboard even though she knew next to nothing about computers.  I had initially requested for one as a joke, but seeing how she actually made me one, I decided to put it into one of my computers and I occasionally still use that computer.
