First, you must have obtained a Pokémon which knows fly, and must have unlocked Lavender Town and Route 15. 

Firstly, you must find a trainer that will battle you the second your sprite appears on the screen. There is a gambler outside the underground tunnel entrance on route 8 that will do this. The second you step in his sight, press start and fly to Fuschia(which is probably the closest city to Route 15). Battle a trainer on Route 15 and then find a ditto. Pull out a Pokemon with a special stat of a certain number-this determines what pokemon it will be. Here are a few examples: Special 21 = Mew   Special 14 = Gengar   Special 29 = Pinsir   Special 20 = Chansey   Special 66 = Dragonite   Special 102 = Eevee   Special 126 = Machamp   Special 149 = Alakazam

   These are just a few examples, I hope this helped in collecting Pokemon
