To me the best HM slave is either Bedoof, Zigzagoon or Mew or Arcues. I say Bedoof or Zigzagoon because they are normal types so naturally they can learn a large variety of moves. I choose Mew and Arcues because they can learn any move.

Currently playing Emerald I have a severe HM slave which is Azumarill, it know surf, dive, strength, and rock smash lol. I hate doing this because I feel I have to carry them around and if I don't then I cant go anywhere anymore.

It has to be either Bidoof, whom is easily obtainable at the start of Diamond, Pearl, and Platinum, or Mudkip, who is one of the starters for Hoenn. Otherwise, someone like Zigzagoon is perfect.
