Hello Vizzed! For the first time in around 5 years I am making a Yu-Gi-Oh deck. I am going to play in the tournament in my local game store and I need to know if the deck I am making is going to have any chance. Like I have said I haven't played Yu-Gi-Oh in a very long time and don't  really know much about the XYZ, and Synchro monsters. 

Normal/Effect monsters. Blue-eyes white dragon(3x), Luster Dragon(1x), Lord of D.(2x), Divine Dragon Apocralyph(1x), Nimble Momonga(3x), Element Dragon(1x), Masked Dragon(2x) Troop Dragon(3x), Gravi-Crush Dragon(1x), Alexandrite Dragon(1x), Axe Dragonute(1x)

Magic/Trap. Magical Mallet(1x), Change of Heart(1x), Cost Down(1x), Enchanted Javelin(1x), Cemetery Bomb(1x), Judgment of Anubis(1x), Black Pendant(1x), Magic Cylinder(1x), Axe of Despair(1x), Lightning Vortex(1x), Swords of Revealing Light(1x), Polymerization(1x), The Flute of Summoning Dragon(2x), Dragon's Rage(1x), Dragon's Gunfire(1x), The Dragon's Bead(1x), Monster Reborn(1x), Solemn Wishes(1x), Compulsory Evacuation Device(1x), Mountain(2x), Dragon Treasure(1x), Stamping Destruction(1x)

It's looking good. Unfortunately there is one forbidden card in the deck: Change of Heart. I would recommend something like Creature Swap. You could swap one of your weak, low-level cards for a good, strong monster on your opponent's field. You could also add Number 107: Galaxy-Eyes Tachyon Dragon to your deck.
Too bad you don't play the game in Japan. They just came out with so many super-strong monsters. You could rank up your Number 107 with Barian's Force or Numeron Force and get Number C107! But those cards aren't out yet in the US. (I think Barian's Force is out now, but C107 isn't)
So keep up the good work. It will definitely turn out to be a really good deck.
