I haven't played this hack in a while but I'm pretty sure somewhere south of Cerulean City is a forest and there you will find this woman that takes care if grass Pokemon.
Be aware you will have to battle bulbasaur to obtain him simply weaken him and throw pokeballs.

Just go through the forest near the pokemon day care near  Cerulean city and watch out for dark grass patches.
You will fall down them and you need escape ropes.
Also, Bulbasaur is needed to be fought with but you can do this over and over again.
