My brother is due to use it. Restasis I think it is its brand name?

It's for eyes.

Is it safe?

In the States we use it here licenced and approved, but I hear in Europe its not fully licenced but you can get it for trial.

Cyclosporine is fine to use for dry eyes. It tones down inflammation so that the tears aren't used up.
It's licensed and approved for eye use everywhere. What you probably saw for use in Europe is it's use in other medical conditions. It's mechanism of action is suppression of the immune system, so it's being researched in it's use in very serious illnesses. But don't worry about that difference because the way the drug is given is completely different. For the major diseases it's taken orally, while Restasis is an eye drop, so it'll have different effects. It works well and is prescribed often.
