Well you can keep battling the elite four over and over again while your dratini holds the lucky egg but,if the draatini is a low level I recommend giving it a exp. share while your powerful pokemon take on the elite four.

If you don't have the exp. Share try putting dratini as the first Pokémon in the party, then go to an area with high leveled Pokémon then just switch him out with a stronger Pokémon and repeat the process. But If I can suggest some thing, before you do all of that, buy the TM's thunderbolt,ice beam and flamethrower for it, so that way it will have the type advantage against most Pokémon.
