What is the most annoying Sonic enemy?

My choice is Silver from Sonic 06. If he gets you cornered in the wrong place, your going to be stuck there until you restart.
...And if you jump before he throws you around, you'll be thrown into space.
...Sonic 06, y u glitchy.

Possibly the Shadow fight in Sonic Adventure 2. (DC)
Its too easy to get into a homing attack loop that will end up with you falling off the stage.
The stage is waaay too small for it to be reasonable for a sonic game.
