I would have to say that Torchic would be my choice, with Treecho being my second. Mudkip's evolved form, Swampert, IS invulnerable against lightning, yet he's double weak to grass.

My favorite is Mudkip because i find it pretty strong and i know its weak with grass enemies but every pokemon has a weakness and i never found many grass types

Second would be Torchik cuz i think Blaziken is pretty cool with treecko third cuz im not much of a grass type trainer

Torchic's my favorite, but it has a lot of weaknesses once it evolves. I think that Mudkip's the most practical, but I don't think that any of the three are the "best." They all can fit into different strategies.
