It depends. There are different hacking tools out there. Unless you either tell us the name of the tool or try the tool out its impossible for us to know for sure.

Technically, you can hack ROMs or any system... if you use a hex editor (since even Mac has hex editors) but if you want to use someone's pre-made tools, you need to use it on the OS they designed it for.

Unless you can either emulator Windows from within Mac or dual-boot to a Windows OS... you're probably stuck there.

Epic347 : I would look into some of the RPG creators (Makers) on sale at Steam first, see if you enjoy doing that, then you could move up to rom hacking from there. Probably would be a cheaper trial for you
