For Gym Leader's Pokémon  it would be Whitney's milk tank from gold/silver/crystal, and for the Elite 4 it would be Alder's 3 headed dragon(didn't know how to spell the dragons name so I added a picture of it)from Black/White.

Whitney from Gold was the only gym that I found hard in Pokémon Gold. That Miltank using Rollout really killed me. The twins in Emerald are really hard too. But I still think that Blue / Gary from R/B/Y and Firered and Leafgreen is the hardest. Mostly because of the different types of Pokémon that he has, and you are tired out from the rest of the E4 by then. His starting Pokémon is a beast.

As everyone has said, I agree with Miltank being the absolute hardest. That Rollout was killer. I always struggled with Brock, mainly because I would only start off with Charmander. With the E4, I tended to struggle with Lance and those darn Dragonites. I never played a game after Ruby, so unfortunately I don't have much experience with the most recent games and their Gym Leaders and E4.

epic-san : I got confused my bad. I got confused because not in regular official Pokémon platinum,  there's a hacked Pokémon platinum and  ironically there's a gym leader named Clair in that hack, shes the 2nd gym leader and she has a kingdra that's op and very hard to beat.

Toughest Gym leader would be Clair because of her powerful dragon pokemon. My pokemon would even be a few levels higher than hers and her pokemon stil seemed hard to beat.  The hardest E4 member would be Marshal's pokemon. Most of them have high def, are fast, and really powerful. I always had trouble beating him
