People still make hacks. There isn't a law that says you can't. In one of the latest announcements it said that 19 new Pokemon hacks were added.
I just checked and I didn't see any new updates for that game. I guess either the creator never finished or he never updated the websites. We have hundreds of other pokemon games. You should check some of them out .

yes people still make Pokémon hacks now if there good or not that's the question! some of the newer hacks are good and some not so much but when making hacks most people are looking for a well thought out, quality hacks, instead of some noobish, and quite frankly hacks that degrade Pokémon (those hacks will remain nameless),but honestly there needs to be a new Pokémon hack that's far more challenging then light platinum and expert emerald.

I found out that Koolboyman is still working on Prism and said it will probably be done by the end of 2013 or during 2014. And I think I'm gonna make a hack but making the title screen is very difficult. Koolboyman has a youtube channel where he talks about Prism.
