This is an idea of a Pokemon Hack that I already made and is only lightly changed.
1. The starters are level 100 automatically
2. They start at the final evolutions (Blaziken,etc.)
3. They should be holding the HM "Fly"
4.They can use any TM or HM, even if it isn't their type
I wont do anything with this hack until I get the Okay from someone high up. Don't want to be breaking any rules on here.Please, tell me what you think of the idea.I will not take suggestions for more to be added.

If you're able to change the lv cap... (which you are not.)
you could start of with lv 50. And the lv cap would be 500 or something.. And make all other wild Pokémon much higher lv.
if you want strong starters.. And you want them to be maxed out.. The game wouldn't be any fun.. Because there is no challenge .. Got it?

Hidden Phantom : It wouldn't be too easy if the hacker made everything higher levels. If they don't then yes it would be too easy. It would get boring because there is no leveling up or training making wild battle pointless.
You can make a hack you don't need special permission. But there are some legal issues that you should know about unless you already know them.

you should make it so you have unlimited money and unlimited TMs so it really is "MAXED OUT" i also want to see hack with lots of regions but that is hard because by the 3rd region you would have level 100s

I still think that higher lv Pokémon at the start is a bad idea.. Maybe lv 10-15 MAX.. But not lv 50.. Or lv 100... you NEED to train your Pokémon.. Or the WHOLE purpose of Pokémon is gone..
Pokémon light platinum got lv 5 starters. But if you o further in the game. You get free Pokémon around lv 10-15..I think Pokémon of lv 10 or 15 would be decent. Change the lv cap in starter area to lv 7-10 (which makes the game still pretty hard..)
try not to build a MAX game of easiness.. Try to build up a game with MAXIMUM hardness or something.. Something challenging.. Something people can get addictive to and want to play on.. If i would play your game as you said.. I would play 5 minuts and stop playing..

That's a pretty horrible idea, you should take your time and think your hack threw thoroughly, and make a more  difficult hack the people would be happy to play and grateful towards you for making it , and no offense but most people don't really play hacks like the one you described here.
