I voted for Broly although he isn't a Z-Fighter.  The Z-Fighters are the good guys.  Broly being possible the most powerful villain in the series history, as well as one of if not the most powerful characters, he does not count as a Z-Fighter due to the fact that his primary reason for living is destruction and the Death of Goku.

I think vegeta is the best z fighter. He's the person that makes the entire series a little more interesting with the rivalry with goku. Heck, he even haves the guts to fight a losing battle, like blowing himself up trying to kill majin buu.

I always thought he would surpass Goku because he was a super elite. He has some great moves, and I like when he became Majin Vegeta and when against Goku and nearly beat him until they had to deal with Buu. I like Goku because of his strength, but honestly my vote goes to Vegeta because he has a better fighting style whereas Goku is more sloppy, and he just beats everyone with his 3 same signature moves, no matter how strong the enemy is, he will use kaioken times 1000 and he always wins, or he uses the spirit bomb and kamehameha and always kills them in one hit. My favorite moves from Vegeta are his Final flash and his big bang attacks. Vegeta has always been my favorite character.
