You get em from another pokemon game, Like pokemon blue, yellow, red, leafgreen, firered, etc. I don't think those 4 legendarys you named can be caught on Emerald :-| But if yes, It's most likely you need the national dex. And you can't get that on a rom...Unless, You hacked it

If you want the other legendary Pokémon, there is a shop in the Vizzed market that you can get a Pokémon onto your game, but it never worked for me, but you could try that. There are also two Emerald hacks that are very similar to this game. In Emerald 386, every Pokémon is obtainable, with the same exact game, but harder also. Then the other one is Rebirth. It's basically the same game, but it's a lot easier. I think the levels are still harder, but the Pokémon are easier to find.

lati is hard to catch. Rayquaza is a bit easier to catch even if you have pokemon at level 55ish.  I've played the 386 and Rebirth, but rebirth, I think, are also a bit harder than the original game.
