I don't own a DS but I have to say 3D land because it's more of a Mario feel and it's when I want it. Bowsers Inside story seems cool but it looks like a Mario Superstar Saga RPG type. If I wanted something like that I would buy Final Fantasy, or a GameBoy Advance.

I haven't heard of the other game but Super Mario 3D Land is a pretty fun game, it held my interest for a few weeks and I still have yet to beat it 100% of the way

I would get Bowser's inside story, Because I prefer RPG's to platformers, Plus, I never play 3D land that much anymore,(Mainly because I've beaten It 100%) but each to his/her own.
