I don't think there is a bad character in Mario, only those that doesn't get much attention such as Waluigi. I would love to have a game with Waluigi as the main character doing spy stuff!

I am no particular fan of Wario and his gaseous super powers. 

To be honest, there really isn't a "bad" character, it's just compliments of the game. If he/she isn't useful in that certain game,  then yes, he/she is a bad character. But each character is unique.

It was a tie between Birdo(somewhat predictable) and Waluigi. Both Birdo and Waluigi seem like wasteful characters to me. Birdo was only an antagonist in one main mario game, and Waluigi was just put there to be a bad representation of Luigi, even though he does pretty much nothing.
