I'm surprised that nobody has mentioned any of "The Elder Scrolls" games.  Even the earliest game for DOS was jam packed with hundreds if not thousands of things to do.  The largest of them all however, was The Elder Scrolls: Dagger-fall which was the second instalment of the franchise.  That game was huge.  The map alone was roughly about the same size as two Great Britains shoved together.  It is probably near impossible to completely finish every quest one hundred percent.  Now that is a game that has a lot of replay value.  It will keep you coming back to it for a while.

Now talking about a game in my opinion.  The Legend of Zelda: Wind Waker, was probably one of my most played games ever.  That game actually had a lot to do in it as you had the choice to explore every single island and to fill up your map while finding cool items.  There are also a couple of side quests to be done such as collecting treasure for people.  You can even search for treasure around the ocean.  The thing that really made me play the game over and over again, is the story line.  Not only did it have a lot to do, but it also had a great story to keep you focused on the main quest.  I have played the game over a rough estimate of about 3 to 5 times (Call me obsessive) and the story never seems to get old for me.

If you're a single-player gamer, I'd have to say Super Mario Galaxy 2.  The game has 242 stars, complete with fantastic level design, visuals, gameplay, and more.  It even allows a second player to join in as support.  I have played hundreds-thousand+ games, and to this day, I have not found a game with more replay value, excepting games you might play with friends, like Pokemon.

To be honest, many games aren't interesting if you play them over and over and over and over again, but then again... it's different for each person.

Personally, I like playing Pokémon over and over and over and over again... simply because the outcome can change depending on which Pokémon you use. Heck, I even beat the game with nothing but un-evolved Pokémon because I didn't see a point in evolving them one day.

Kept my team to nothing but the 3 starters (charmander, squirtle, and bulbasaur) and pikachu... pretty awesome if I do say so myself.

Other games worth replaying would have to be Sonic the Hedgehog (1-uhh... whichever ones are side-scrolling), and Mario (whichever ones are side-scrolling)
