Mudkip is by far the best starter because he evolves into Swampert.  Swampert is dual water/ground type so he is immune to electricity. Therefore he is the best.

Gen 1:Charmander, because the you have no need for worthless flying types.
Gen 2:Cyndaquil, because Typhlosion(or at least mine.) has awesome stats. 
Gen 3:Torhic, because Blaziken is awesome.
Gen 4:Chimchar, I don't actually know why.
Gen 5: Snivy, Snivy has great defense and special attack.

Personally, i loved charmander, i kinda hate how ash stopped using squirtle, bulbasaur and charmander tbh, i considered them as integral as pikachu.
I loved his snorlax too.
Its pretty stupid, catch them all then never use them again, why?

I have a feeling I'm going to get alot of hate on this one, but Venosaur is the best. In Gen 1 He has S.T.A.B. always critical hitting razor leaf. Poison sting can't poison him. With Dream World Abilities Blaziken is by far the most outstanding but I can't use dream world abilities.

Charizard- which has a wide diversity of moves to learn, and you don't need a flying type to learn fly.
 Typhlosion- which has a high speed and attack power.
Blaziken- a really strong ally to have.
Infernape- Very tough and very fast (one of the best starters to have)
Emboar - a strong pokemon in terms of attack.

I would say I consider Torchic the best starter. Evolves into something awesome looking, is the original Fire/Fighting starter and is quite solid. Chimchar is all right too, but I dislike monkeys more than I do chickens.

I used to love Squirtle, but in game, it feels very lackluster. Used to be cool in generation 1 to have ice beam or blizzard to kill off your grass weakness and earthquake for lightning, but in later generations, Blastoise couldn't stand much chance to the other Pokémon.

Mudkip is the best, if you had every starter in your Black and White game. Only grass is super effective against him, and there are almost no good grass moves, and no body uses them anyway.
