This is a REALLY easy way to train your weak starter/party.
1. Get your team(Ida heal them if you want)
2.Enter the jumper on the 3rd floor of your house.
3. Jump into the 4th hole on the bottom row
4 talk to the man by the cave for an Old Rod
5. Go back to route 103 and fish for some Magikarps
6. Train until desired level.
7 The end!

Since Magikarps don't give too much exp, I think this is better and faster:
Use the Jumper to warp to lavaridge and buy great balls.
After purchasing, Use the Jumper to warp to Ever grande.
Enter Victory Road and run into a pokemon
Select the great balls. Before pressing press "F2"
Throw the ball. If you fail, press F4. repeat until caught.
With you level 40 pokemon, grind your weaker ones in Victory Road.

yul : All you need to do is hold fast forward and stay in low level areas till it takes about 50 pokemon to level u up then move forward till you reach pokemon maybe 10 lvls higher then keep killing them and so on and so on. I did this with the poochyenavi caught and leveled her up to bout 50 before going against the 1st leader.

However, another method is elite four runs. Just wing it and take the E4 on. Of course, if your Pokémon are under leveled, then you know that you are not gonna win, which is alright, since the E4 give good exp, so lose as many times as you need until the desired level. You can even do solo runs. Use one Pokémon equipped with the exp share (or lucky egg), and go! Maybe bring one more Pokémon to take out certain weaknesses.

Many consider this as cheating, and it really is kinda cheap, but put a Pokémon in the day care, then find a wide space/long strip of land, and keep going back and forth. 1 step = 1 point of exp.
