This is how: Type the person's username with a colon, and then say what you need to say to them. Alright? Let me give you an example.

Hi Bunny017. Welcome to vizzed. In the top left corner it says "edit profile" click that to submit a code for an avatar. For a background picture on your profile click edit profile, copy and paste a code in the bio's section. You can find a code in the profile help forum on the board! If you have trouble finding a code, i could give you mine.

The best ways to make friends here would be to post on the forums and pop in the chat rooms every now and then. To have access to placing and avatar on your profile, you will first need to reach the requirements of a Normal Member. Make ten posts on the forums, and your account must be at least a week old. If you make the 10th post on the 7th day, you will have to wait until the next day (server time) for the account status to change. When you have become a Normal Member, go to Edit Profile & Settings in the top-left corner. You should be able to handle it from there, but if you have any questions about this, or anything concerning the Vizzed Board, feel free to send me a private message.
