It has to be Red. Ash is a random guy who has worse Pokémon than Red. Ash has no idea what he is doing. Red is an experienced trainer who is strong and always has a strategy. Ash is just a bad copy of Red.

Definitely Red. Not only is he the champion (Ash still can't match up to any of the Elite Four), but despite Ash's training for such a long time, the writers have kept him from maturing at all (mentally), and as a result, he hasn't become a more capable trainer.

This isn't really a contest. Ash is an imbecile who captures and raises these awesome Pokemon and then lets them go. He's never completed the Pokemon league, and he has difficulty keeping 2 idiotic team rocket members at bay. Whereas Red captured the entire Safari Zone by himself, kicked the crap out of the elite four, and took out all of team rocket single-handedly. If they came face to face, Red would curb stomp Ash.
